How to dispose of old solar panels (and who pays)

Neither landfill nor recycling is automatically the right answer for retired rooftop panels: the route depends on who owns them, their condition, and their age. You get a checkable order for reuse, resale, recycling, and landfill, with dated cost ranges, the free SEIA recycler map, and the contract language that decides who pays.

If the panels are already off the roof, do not start with “recycle or landfill?” Start with “are these mine?” That one question decides whether you are shopping for a recycler, calling a leasing company, or telling the roofer not to haul away equipment that may still belong to someone else.

For a homeowner, the workable order is short: confirm ownership, inspect condition, estimate age and panel type, then choose reuse, resale, recycling, or landfill only after checking state and local rules. First: make sure the panels are actually yours

A roof crew can remove panels from your shingles without transferring legal responsibility for those panels to you. That distinction matters. If the array was installed under a lease or power purchase agreement, the solar company or system owner may have the right and duty to remove, replace, recycle, or otherwise manage the equipment at the end of the term. SolarRecycle.org’s homeowner guidance treats leased and PPA systems differently from homeowner-owned systems for exactly this reason. [1]

Pull the solar contract, the home-sale packet, and any transfer agreement before anyone orders a dumpster. Look for phrases such as “system owner,” “lessor,” “power purchase agreement,” “removal,” “end of term,” “maintenance,” “return,” “decommissioning,” “environmental compliance,” and “disposal.” If the contract says the company owns the equipment, the safest homeowner instruction is blunt: do not dispose of it yourself unless the company gives written authorization.

If you cannot find the contract, use the inverter brand, monitoring app, utility interconnection paperwork, roof-permit records, and any monthly solar bill to identify the provider. A bill that charges by kilowatt-hour production is a clue that the system may be under a PPA. A fixed monthly equipment payment may be a lease or a loan. A loan is different: if you financed a system purchase, you may own the panels even if you still owe money.

This is also where home sellers and buyers get burned. If a sale packet says the solar agreement transfers to the buyer, the retired panels may not be free debris sitting in the garage. Ask the title company, solar provider, or closing attorney to identify the system owner before signing a disposal invoice. If you are still deciding whether to buy or lease solar, end-of-life responsibility belongs in the same conversation as monthly savings; it is one of the less glamorous costs behind the solar cost barrier, but it is easier to negotiate before the panels are leaning against a fence.

Then sort the panels by condition, not by good intentions

Once ownership is settled, separate the panels into practical buckets. Intact working panels can be reused or resold. Intact panels with unknown output need a little documentation before they are worth anyone’s time. Broken panels are no longer a resale project for a homeowner; they are a handling and recycling problem.

Intact and working

If the panels came off because of a roof replacement, not because they failed, reuse is the first route to check. That may mean reinstalling them after the roof work, moving them to an outbuilding, selling them to a local installer that handles used equipment, or listing them through a secondhand solar marketplace. The facts a buyer will care about are the model number, wattage, approximate installation year, quantity, visible condition, and whether you have monitoring records showing recent production.

Do not price them as if the original invoice matters. In January 2021, Solar Power World reported EnergyBin secondhand-market data showing used modules trading at roughly 50% to 75% below new pricing. That is useful historical context, not a 2026 price guarantee. Treat it as a warning that resale can offset disposal cost, but it may not come close to recovering what you paid when the system was new. [2]

A homeowner listing should avoid claims you cannot prove. “Removed during reroof, no visible cracks, model label photographed, last monitored output available through 2025” is more useful than “works great.” If the panels are older, mismatched, or missing labels, expect a smaller buyer pool. If they are being removed during a system upgrade that adds batteries or smart controls, keep the retirement decision separate from the excitement of the new gear; the solar-battery compatibility question does not tell you whether the old modules have a buyer.

Intact but unverified

Panels that look fine but have no output history sit in the awkward middle. Before paying for recycling, spend a few minutes finding the label on the back of each module. Photograph the manufacturer, model, wattage, serial number, and certification marks. If the installer or monitoring app still exists, export the most recent production history. If none of that is available, call the original installer or the company that removed the panels and ask whether they tested the strings before removal.

This is not about creating a showroom packet. It is about avoiding two bad outcomes: paying to recycle panels that a buyer would have taken, or selling untested equipment as working and inheriting a dispute later. If the panels are old enough that the model is hard to match, recycling may be the cleaner route even when the glass looks perfect.

Cracked, shattered, burned, or suspect

A cracked module is not just an ugly used panel. San Jose Recycles tells residents with broken solar panels to handle cleanup and packaging in a way that prevents hazardous material from escaping and to follow manufacturer instructions. That is the right posture for a homeowner: limit handling, keep fragments contained, and do not let a general junk hauler toss shattered modules loosely into a truck. [3]

The reason recycling remains plausible, even for damaged modules, is that most of the physical mass is not exotic. Washington State’s Department of Ecology says roughly 80% of a solar panel’s weight is glass and aluminum, materials that are readily recyclable. That does not make recycling free, and it does not mean every local recycler accepts panels, but it explains why a specialized recycler may want them even when a resale buyer will not. [4]

Use the recycler map after the contract check

SolarRecycle.org is the cleanest first lookup once you know you are responsible for the equipment. Enter your location, look for nearby recyclers, and then call before loading anything. The phone call should confirm whether the recycler accepts residential quantities, broken glass, your panel type, drop-off versus pickup, packaging rules, and the per-panel fee. [1]

Ask for the price in writing. A recycler that quotes “by module” is easier for a homeowner to compare than one that quotes by pallet, ton, or truckload. If panels are still mounted on the roof, ask whether the solar contractor, roofer, or electrician will remove and palletize them separately from the roof job. If they are already down, ask whether the recycler has a packaging spec. Broken glass changes the conversation.

Recycling costs real money, and the dated numbers do not agree

The most common homeowner surprise is not that solar panels can be recycled. It is that recycling is usually a paid service. The cost figures in public sources vary by year, method, location, and what is included, so they should stay separate instead of being blended into one tidy average.

For a small residential stack, the invoice may also include pickup, labor, palletizing, or minimum charges. That is why a homeowner should not stop at “the recycler accepts panels.” Ask: how many modules are included, whether broken modules cost more, whether the quote includes transportation, and whether proof of recycling is provided.

Recovery claims are worth reading, but they do not replace a local quote. American Clean Power says more than 90% of a solar panel’s weight can be recycled, and SOLARCYCLE says its process can recover up to 95% of material value. Those are industry and company claims, respectively; useful for understanding why recycling exists, not proof that your county has a free route or that your hauler will take shattered panels. [7][8]

The local exception can change the bill

Before accepting a paid recycling quote, check your city, county, and waste authority. Local programs are uneven, but when they exist they can be the whole answer. Zero Waste Marin, for example, lists a free solar panel pickup program for residents in Marin County, California. That does not help a homeowner two counties away, but it proves the point: the cheapest correct route may be a municipal program, not the first private quote. [9]

The local-program call should be specific. Ask whether they accept photovoltaic modules, whether the service is for residents only, whether there is a module limit, whether broken panels are allowed, and whether pickup is free or just drop-off. If the website says “electronics recycling,” do not assume solar panels are included. Many programs separate panels from ordinary e-waste.

Landfill is the cheap last resort, not the default

Landfill disposal can cost less than recycling, which is exactly why it keeps showing up in homeowner searches. But cheap is not the same as permitted, accepted, or wise. A landfill may reject panels, require special handling, or direct you to a household hazardous waste or universal-waste route.

State rules are patchy. An October 2025 Inside Climate News report, citing the N.C. Clean Energy Technology Center tracker, said California and Hawaii classify solar panels as universal waste, fewer than 10 states require panel recycling, and 15 states had no rules. The same report noted that Washington’s 2017 manufacturer takeback program had enforcement delayed to 2030. [10]

Because this area is moving, do not rely on an old regulatory claim without checking the live state environmental-agency page and the receiving facility’s current rules. EPA end-of-life guidance should also be verified directly on the live EPA pages before relying on any timeline or proposed-rule detail. For a homeowner, the practical question is narrower: “Will my state and my local facility legally accept these specific panels, in this condition, from a resident?”

A one-hour disposal check that avoids most expensive mistakes

If the panels are sitting in a garage or driveway today, this is the order that keeps responsibility, cost, and legality from getting tangled.

  1. Find the ownership document. Lease or PPA: call the provider before anyone disposes of the panels. Loan or paid-off purchase: continue as the likely owner.
  2. Photograph every panel label you can reach. Capture model, wattage, serial number, and visible damage.
  3. Separate intact working panels from damaged panels. Do not list cracked or shattered panels as reusable.
  4. For intact panels, check whether reinstalling, donating, or reselling is realistic. Treat 2021 secondhand discount data as historical context, not a current price.
  5. For damaged or unwanted panels, search SolarRecycle.org, then call recyclers for current residential pricing, pickup rules, and broken-panel packaging requirements.
  6. Check the city or county waste authority for a solar-specific program before paying a private recycler.
  7. Consider landfill only after checking state rules and the receiving facility’s current policy.

There is a global reason to get this right: IRENA and IEA-PVPS projected in 2016 that cumulative global photovoltaic waste could reach 78 million tonnes by 2050. That number explains why recycling systems are being built, but it does not tell you who pays for the five panels in your driveway. [11]

The homeowner answer is less dramatic and more useful: the right route is the first route that matches ownership, condition, local rules, and a real quote. If the company owns the panels, your next step is a contract call. If you own intact working panels, your next step is reuse or resale verification. If you own damaged panels, your next step is packaging and recycler lookup. If landfill is still on the table, your next step is a state and facility check before the panels leave your property.
