Status note, Aug. 25, 2026: the Aug. 3 Comcast/Xfinity Voice 911 problem in Illinois is resolved. During that outage, Comcast said that as of 9 a.m. some VoIP customers in Illinois could not call 911, and the City of Rockford told anyone needing emergency assistance to call 815-966-2900; local coverage later reported Rockford officials saying the issue was resolved by roughly 3:40 p.m. that day.[1][2]

That number matters because it is not a rumor, and it is not Comcast’s number. 815-966-2900 is the Rockford Emergency Communications Center line that the city uses for non-emergency police and fire response, and it can dispatch fire, police, and emergency medical response when officials direct residents to use it during an outage.[3] For Winnebago County addresses outside Rockford, the alternate number to keep nearby is 815-282-2600, listed on Rockford-area emergency resources and the Rockford 911 Division material.[3][4]

The distinction is important: 911 remains the emergency number. The 10-digit Rockford line is the fallback when 911 service is unavailable or when local officials explicitly tell callers to use it. It should be written down because a failed phone line is a poor time to search social media for the number.

If Xfinity Voice 911 fails in Rockford

  1. Try 911 first from any working phone. If your Xfinity Voice home phone will not complete the call, a cellphone or another phone service may still work.
  2. If officials have identified an Xfinity Voice or Comcast VoIP 911 outage affecting Rockford, call 815-966-2900 for emergency assistance in the city.[1][3]

The Aug. 3 event was not described as a Rockford-only outage. Comcast’s notice, as shared by the city, referred to some VoIP customers in Illinois. Rockford’s role was local and operational: it told residents what number to call while that provider-network failure blocked 911 calls from affected Xfinity Voice lines.[1]

Check Comcast’s outage status before blaming the phone in the hallway

When an Xfinity Voice line fails, the first useful split is provider outage versus home equipment. Xfinity’s own guidance is to check Xfinity.com, the Xfinity app, or the Outage Map for a confirmed outage at your address.[5][6] That check matters because the fix is different. If Comcast’s network is out, rebooting the modem may not restore 911. If Comcast does not show an outage at your address, the failure may be inside the home setup: modem power, cabling, the telephone base, or the account’s Voice service status.

  • If mobile data is working, check the Xfinity app or Xfinity status page from the phone.
  • If the app confirms an outage, stop treating the home telephone as the only emergency path and use another working phone or the official backup dispatch number for the active outage.
  • If no outage is shown, check whether the modem has power, whether the phone is plugged into the correct voice port, and whether other Xfinity services at the address are working.
  • Do not spend emergency minutes troubleshooting if someone needs help now. Call from a working mobile phone, neighbor’s phone, or the local backup number officials have provided.

This is not a detour from the emergency number question. It is how a household tells the difference between a dead local handset and a provider-network failure like the one Rockford residents were warned about on Aug. 3.

The three layers that decide whether Xfinity Voice 911 works

Xfinity Voice 911 depends on more than the telephone sitting in the house. The Aug. 3 outage exposed the provider-network layer. Xfinity’s own E911 support material also points to the home power layer and the address-registration layer: it says E911 is automatically active on Xfinity Voice, sends the caller’s number and location to the operator, and that a power outage in the network or in the home can affect 911 calling.[7]

Provider network: the part a household cannot repair

The Aug. 3 case is the clean example of this failure layer. The local handset and wall outlet may look normal, but if Comcast’s VoIP service cannot complete 911 calls, the emergency path is broken upstream. That is why the backup number has to live somewhere outside the service that may be failing: on paper, in a phone contact list, and with anyone in the household who may be the one making the call.

E911 address: the quiet setting that matters when the call goes through

Xfinity says E911 is automatically active for Xfinity Voice and sends the caller’s phone number and location to the operator.[7] That is helpful only if the service address attached to the account is the right place for responders to go. A family that moved service, changed account ownership, or has a phone adapter installed somewhere other than the expected address should verify the Xfinity Voice service address before the next emergency.

The practical check is simple: sign in to the Xfinity account or contact Xfinity support and confirm the service address for Voice. If the address is wrong, fix it before treating the phone as ready for emergency use. In an actual 911 call, still say the address out loud as the first usable piece of information. Location data can help dispatchers, but it should not be the only location information they receive.

Power and battery: a modem without power is not a phone line

Xfinity warns that a power outage in the network or in the home can affect 911 service, and says a modem battery backup can provide additional hours of service.[7] FCC and FEMA emergency communications guidance makes the same dependency plain for VoIP: backup power matters, while a traditional copper landline may work during a power outage if a corded phone is used.[8]

A battery is not magic. It can keep home equipment alive during a local power interruption, but it cannot repair a Comcast network outage. It also may not power every device in the chain unless the setup is planned that way. If the home phone depends on a modem, router, cordless phone base, or connected hub, the backup-power plan has to match that chain.

For households already using smart-home gear, the same discipline applies to phone service: identify the dependency layer before the emergency. A modem/router/hub UPS plan is useful only if it powers the equipment that actually carries the call. Broader power-outage gear can keep lights, chargers, and alerts running, but the 911 question still comes back to the voice modem, Comcast’s network, and the registered E911 address.

The same Rockford number has appeared in a different kind of 911 failure

There is another dated Rockford example worth keeping separate from the Comcast outage. On Sept. 4, 2025, Rockford had a technical outage at its own 911 call center, and callers were again directed to 815-966-2900; local reporting said that issue was resolved by 9:26 a.m.[9] That was not the same failure point as the Aug. 3, 2026 Comcast VoIP outage. It does show why the written backup dispatch number is useful across more than one kind of interruption.

  • Emergency number in normal service: 911.
  • Rockford backup dispatch line during a 911 outage or official instruction: 815-966-2900.
  • Winnebago County outside Rockford alternate listed in Rockford-area resources: 815-282-2600.
  • Comcast status check: Xfinity app, Xfinity.com, or the Xfinity Outage Map.
  • Account check: confirm the Xfinity Voice E911 service address.
  • Power check: confirm whether the voice modem has battery backup or is on backup power, and understand that this will not fix a provider-network outage.

The Aug. 3 outage is over. The useful lesson is narrower and more durable: Xfinity Voice 911 works only when Comcast’s voice network, the home power path, and the E911 address setup are all doing their jobs. The network layer is the one a household cannot fix during the emergency, which is why Rockford’s backup dispatch number should not be left buried in an old outage post.
